Professor Bernheim is the Lewis and Virginia Eaton Professor
in Economics. Effective government decision-making requires
accurate information concerning the effects of taxation and
public spending on the choices of households and businesses.
Accordingly, the Tax and Budget Policy Program supports research
that investigates the impact of taxes, public expenditures,
and government priorities on the private economy.
The annual Life Insurance Taxation Workshop held by the Tax
and Budget Policy Program continues to be a popular forum
for debate on these topics. For example, a recent conference
on Fundamental Tax Reform led to several important papers
on Public School Finance and Private School Vouchers, the
Taxation of Pension Wealth, and Social Security Reform.
