About

Boris is a Research Scholar at the Stanford Institute for Economic Policy Research at Stanford University. His academic work lies at the intersection of health economics and public finance, with a particular focus on public health insurance programs such as Medicaid and Medicare. He has examined the impact of privatization in public insurance, including the potential efficiency gains produced, the pass-through of these gains to patients and governments, and how pass-through is impacted by incomplete contracting and imperfect competition. Other research interests include health care payment and delivery design, such as the effects of different features of managed care, and differential impacts of cost-sharing across patient populations.

He earned his Ph.D. in Applied Economics from the University of Pennsylvania's Wharton School, and his undergraduate degree from Dartmouth. He was previously a Pre-Doctoral Research Fellow at the National Bureau of Economic Research and is currently a Visiting Scholar at UC-Berkeley and The Dartmouth Institute for Health Policy and Clinical Practice.
