Assistant Director, Intergovernmental Affairs of the Executive Office of the California Department of Housing and Community Development (HCD)

Linda Wheaton is the Assistant Director for Intergovernmental Affairs of the Executive Office of the California Department of Housing and Community Development (HCD).  She works at the interface of housing policy, planning, and financial assistance related to transportation, air quality, and public health, including implementation of the Affordable Housing and Sustainable Communities program supported by Cap and Trade Auction Proceeds.  Linda has led processes and projects ranging from State Housing & Consolidated Plan updates to the Regional Housing Need Allocation process and housing element review, Analysis of Impediments to fair housing, and incentive programs for inter-regional planning and transit oriented development. 

She is a liaison to HUD Region IX, and a member of advisory committees for the Strategic Growth Council’s Health in All Policies (HiAP) Task Force, the Office of Health Equity Advisory Committee, the California Transportation Plan 2040, California Freight Mobility Plan, AB 32 Scoping Plan update, and the Transportation Research Roundup.  She has a member of the American Institute of Certified Planners (AICP) and the Urban Land Institute and has Master's Degree in Urban and Regional Planning, University of California, Berkeley.
