Walker is founder and CEO of the Comeback America Initiative and former comptroller general of the United States. This graduate team prepared this report on A Sovereign Fiscal Responsibility Index as part of the graduate Practicum in Public Policy, a twoquarter sequence required for Master's students in both the Public Policy and International Policy Studies Programs.
